Investors face more than 70 pct loss in Greek deal (AP)

BRUSSELS ? Investors participating in a deal to slash Greece's massive debt would face an overall loss on their bond holdings of more than 70 percent, a person involved in with the negotiations said early Tuesday.

European leaders at a summit in Brussels said a final debt deal could be signed off in the coming days, together with a second multibillion-euro bailout package designed to save the country from a potentially disastrous bankruptcy.

Athens and representatives of investors holding Greek government bonds over the weekend came close to a final agreement designed to bring Greece's debt down to a more manageable level. Without a restructuring, those debts would swell to around double the country's economic output by the end of the year.

If the agreement works as planned, it will help Greece remain solvent and help Europe avoid a blow to its already weakened financial system, even though banks and other bond investors will have to accept big losses.

The person involved in the talks said Monday that the more-than 70 percent loss was the result of cutting the bonds' face value in half, reducing the average interest rate to between 3.5 per cent and 4 percent and pushing repayment of the bonds 30 years into the future. A second person briefed on the talks confirmed that the loss on the so-called net present value of the bonds would be around 70 percent.

Both people spoke on condition of anonymity because the talks are confidential.

The deal, which would reduce the country's debt by about euro100 billion ($131.1 billion) and save it billions of euros in interest payments, needs to be completed quickly. Greece runs the risk of a disorderly default on March 20, when it faces a euro14.5 billion bond repayment it cannot afford without additional help.

Many investors ? banks, insurance companies and hedge funds ? who hold Greek bonds also hold debt from other countries that use the euro, which could lose value if there is a fully fledged Greek default. This is the scenario the eurozone fears most and why the currency union hopes investors will voluntarily accept a partial loss on their Greek bonds.

The agreement taking shape is a key step before Greece can get a second, euro130 billion bailout. The country has been surviving since May 2010 on an initial euro110 billion ($144.21 billion) package of rescue loans from other countries using the euro and the International Monetary Fund.

Even a deal is inked, there is no guarantee that Greece won't need more help.

"It's too early now to say whether we will need some extra public funding," Greek prime minister Lucas Papademos said after a meeting with other top European officials in Brussels early Tuesday. "Our goal is to avert such an alternative."

More public sector support could either mean more bailout loans ? something that the eurozone is reluctant to commit to ? or a deal with the European Central Bank to also give Greece a break on its debt.

The ECB holds some euro55 billion in Greek government bonds, which it purchased at around euro40 billion in the early days of the debt crisis, according to analyst estimates. One option would be to allow Greece to buy back those bonds at the price the ECB paid to buy them, slicing another euro15 billion or so off what the country owes. However, so far the ECB has ruled out participating in any debt restructuring.

On top of restructuring its debt with private investors, Greece must also take other steps to secure further aid. It must cut its deficit and boost the competitiveness of its economy through layoffs of public sector workers and the sale of several state companies, among other moves.

Papademos said the so-called troika of debt inspectors ? the European Commission, the ECB and the IMF ? were calling for further spending cuts to meet budget targets and agreements to lower labor costs.

But Greece's partners in the eurozone have grown frustrated with the country's slow implementation of austerity measures and economic reforms promised almost two years ago. In recent days, they have discussed ways of monitoring Athens' efforts even more closely, including giving the European Commission, the power to block spending decisions that threaten the country's ability to repay its debts.

Earlier Monday, Greek lenders Eurobank and Alpha Bank said a planned merger to create the country's largest bank by assets could be put on hold because of the negotiations over the bond swap.

The banks said that "an accurate timeline cannot be given" to complete the deal announced last August because of the negotiations.

Greece's finance ministry expressed surprise at the announcement, arguing that the negotiations had produced "nothing new or different" to factors already taken into account by both banks.

Water leaks found at stricken Japan nuclear plant

Japan's stricken nuclear power plant has leaked more than 160 gallons of water, forcing it to briefly suspend cooling operations at a spent-fuel pond at the weekend, the plant's operator and domestic media said.

The Fukushima plant, on the coast north of Tokyo, was wrecked by a huge earthquake and tsunami in March last year, triggering the evacuation of around 80,000 people in the world's worst nuclear crisis in 25 years.

The operator of the complex, the Tokyo Electric Power Co (Tepco), reported two main leakages on its website on Sunday, one from a pump near the plant's office building and another from a back-up cooling system at reactor No.4.

"The cooling water is from a filtrate tank for fire extinction and doesn't contain radioactive materials," Tepco said of the incident at reactor No. 4. It added that some water from the other leakage had flowed into a drain and "we are examining whether this water has flowed into the ocean or not."

The Nikkei newspaper Monday quoted Tepco as saying around 40 liters (10.6 gallons) had leaked from the pool-cooling system of the No. 4 reactor Sunday morning, with probably 600 liters (158.5 gallons) of purified water leaking from another point. Water had also leaked at other facilities within the complex, the Nikkei added.

However, the Nikkei newspaper quoted Tepco Monday as saying that it believed no water had escaped into the sea.

"The leakage is believed to have been caused by freezing due to cold weather, and the leaked water included radioactively contaminated water that has been purified," the Nikkei said in its online edition, quoting Tepco. "The contamination level is low."

Meanwhile, Japan's deputy prime minister has acknowledged that the government failed to take minutes of 10 meetings last year on the response to the country's disasters and nuclear crisis and called for officials to compile reports on the meetings retroactively.

The missing minutes have become a hot political debate, with opposition lawmakers saying they are necessary to provide a transparent record of the government's discussion after the March 11 earthquake and tsunami touched off the worst nuclear accident since Chernobyl in 1986.

Deputy Prime Minister Katsuya Okada confirmed Friday that the minutes were not fully recorded at the time and called for them to be written up, retroactively, by the end of February. Three of the meetings during the chaotic period had no record at all, not even an agenda, including a government nuclear crisis meeting headed by the prime minister.

Okada has set up a panel to investigate the extent of the problem and its cause.

The missing minutes are the latest example of the government missteps in disclosing information.

Japanese authorities and regulators already have been repeatedly criticized for how they handled information amid the unfolding nuclear crisis. Officials initially denied that the reactors had melted down, and have been accused of playing down the health risks of exposure to radiation.

The government also kept secret a worst-case scenario that tens of millions of people, including Tokyo residents, might need to leave their homes, according to a report obtained recently by The Associated Press.

Real Spit: Emilio Rojas has reached his breaking point, and on his mixtape of the same name, the Rochester, New York, MC proves he's ready to break through — whether the rap world is ready or not.

"I named the tape Breaking Point after the record 'Breaking Point' that we dropped in April [2011]," Emilio told Mixtape Daily. "The record just had a really good response, so it just made sense."

The title track details all of the problems the MC has endured in the rap game and beyond. For Rojas, the drama started at home — or so he says on the song, because when he's talking about his childhood, Emilio spills his guts in a dramatic manner reminiscent of Eminem. First, he reveals that his birth was unplanned by his parents, and then he really goes in.

"My daddy learned she was pregnant and he was so angered/ He tried to end it, I'm no stranger to coat hangers/ He getting livid, sittin' in on the clinic visits/ And now he waitin' on drama like it's an intermission/ He takes it out on my mama 'cause he was into hittin'/ And yeah, that's probably the reason my sister is into women," Emilio rhymes.

"When we wrote the record, there was a lot of stuff that was goin' on. Everybody who's in the industry knows how frustrating the industry can be," he explained. "So I was kinda venting on the record."

On "SPIC," Rojas switches gears, showing more pride in his upbringing. Despite being raised by immigrant parents and facing racism, Emilio beats his chest with pride over the stereotypes, eventually flipping them by drawing power from his family's struggle. On "Middle Finger," he shows yet another side by getting political about corrupt cops.

The relative rap newcomer gets a hand from the Grammy Award-winning production trio J.U.S.T.I.C.E. League on "Pimpin." While big-name producers and R&B singers help out on Breaking Point, there are no rap features. Instead, Emilio proves his rap worth with potent bars on tracks like "Classic." With "Blame Me," he slows things down and shows off his singing voice. And the midtempo R&B-laced love song makes it clear that ER is more than just a rapper's rapper; there's definite hit-making potential there.

By the end of the 12-song ride, ER proves that he belongs. Already, there are rumors of a hook-up with Rick Ross' Maybach Music Group, but who knows if that will ever pan out? Granted, this is Rojas' fourth mixtape, but when it's all said and done, Breaking Point will probably mark Emilio Rojas' official arrival. Welcome!

Blood found where missing Maine girl last seen (Reuters)

(Reuters) ? Authorities have found blood at the Waterville, Maine, home where a missing 20-month-old girl vanished six weeks ago and have serious doubts she was abducted, police said on Saturday.

Toddler Ayla Reynolds of Waterville was last seen when her father, Justin DiPietro, put her to bed on December 16, according to police reports at the time.

DiPietro reported Ayla as missing from the house early the next morning, and hundreds of police officers and local residents searched the area for the girl.

But authorities have since said that they suspect foul play.

"We find it troubling," Maine state police spokesman Stephen McCausland said of the blood, found in the basement of DiPietro's home. "We have serious doubts that she was abducted."

The blood is still being analyzed at the crime lab, McCausland said. He would not say how much blood was found or whose it might be.

The Waterville community held a memorial service on Saturday to mark the six week anniversary of her disappearance, McCausland said.

Authorities say they have interviewed numerous family members in Waterville and outside the area.

DiPietro said Ayla, who is 2 feet and 9 inches tall and weighs 30 pounds, was wearing polka-dot pajamas with the phrase "Daddy's Princess" on them. She had a cast on her left arm, which was broken in a recent fall.

The toddler had been living with her father after her mother, Trista Reynolds, checked herself into a 10-day rehabilitation program, police said.

Following rehab, Reynolds, on the day before Ayla was last seen, had filed papers seeking sole custody of the girl.

Right before his GOP presidential campaign crashed and burned, Texas Gov. Rick Perry joked about his mediocre academic record. If he?d paid attention in class, however, he might have realized that Americans no longer consider poor academic performance a joking matter for a presidential candidate.

Indeed, for all the talk about the weaknesses of the GOP field of contenders, this has been America?s most highly educated group of competitors for a major party presidential nomination.

Among those vying in the GOP, all but one earned at least one post-graduate degree: valedictorian Mitt Romney, M.B.A.-J.D.; Rick Santorum, M.B.A.-J.D.; former professor Newt Gingrich, history Ph.D.; and Ron Paul, M.D.

The original field included Rep. Michele Bachmann, J.D.-LLM; Herman Cain, M.S.; and Tim Pawlenty, J.D. The slacker of the group, Jon Huntsman, earned only an Ivy League degree.

The academic standards for president have been rising since the collapse of the Soviet Union. Bill Clinton was the first Rhodes scholar. He handed the Oval Office keys to our first M.B.A. president, George W. Bush.

Barack Obama held one of the highest post-graduate honors, editor-in-chief of the Harvard Law Review. The presidential and vice presidential nominees on every Democrat ticket in the past 20 years have a post-graduate degree. This is also true of the only successful GOP ticket in this period, Bush (M.B.A.) and Dick Cheney (M.A.).

There has never been a Ph.D. president during the modern era or anyone holding two post-graduate degrees, or a medical license. President Harry S. Truman never even graduated from college.

In 1968, Duke Law School graduate Richard M. Nixon became the first chief executive in the modern era to have such a post-graduate degree. It took another 24 years before America elected a president with a similar education.

Starting with Clinton, the education of a president changed. Active duty service in our armed forces had been expected for those who would have their finger on the nuclear trigger. But from Clinton on, that is no more.

The office of presidency was unlike any other when devised in 1787. The founders knew George Washington would be our first commander in chief. They gave the power to pick his successors to a small group of elites, dubbed the Electoral College. John Adams, then Thomas Jefferson, James Madison and James Monroe followed ? all Founding Fathers. But by 1824, a new generation of Americans demanded a more populist process.

The president as ?common man? era dawned with Gen. Andrew Jackson?s election in 1828. It culminated in the election of the ultimate ordinary yet extraordinary man, Abraham Lincoln.

Born with the humblest of origins, Lincoln was not a celebrated general and lacked political titles previously associated with presidents. Not since Jefferson had someone become president by winning the admiration of his peers with a unique, insightful intellect.

Yet Lincoln had no college background. President Grover Cleveland, last elected in 1892, like Lincoln, became a lawyer by ?reading? for the bar.

In 1896, Americans elected William McKinley, an Albany Law School alumnus, as their president. Thus began a new era in the education of a president. Since then, the only chief executive not to get a degree was Truman.

Since Nixon, five out of our past eight presidents had post-graduate degrees. Ronald Reagan, elected in 1980, is the last non-Ivy League grad.

Yet, in the postwar era, the most consequential presidents have been the non-elite educated: Truman, Lyndon B. Johnson and Reagan.

Given the rise of the post-graduate presidency, could any of these giants be elected today?

Screen Actors Guild votes to approve merger plan

(AP) ? The Screen Actors Guild national board of directors has voted to approve a plan to merge with the American Federation of Television and Radio Artists.

In a statement, SAG says the board voted 87 percent to 13 percent Friday for the proposed merger at its meeting in Los Angeles.

The American Federation of Television and Radio Artists' board is scheduled to meet Saturday for a vote on the package. If approved, a referendum will be sent out for a vote by members of both unions in the coming weeks.

The merger plan comes after two years of negotiations between the groups to join forces in a bid to gain more leverage in contract negotiations.

The TV and radio artists' group supported a merger with SAG in 1998 and 2003 only to see those efforts fail.

State of the Union speech, as heard by China, India, France, Israel...

State of the Union coverage in the world's newspapers says as much about the specific concerns of other countries as it does about what President Obama actually said.

When journalists from around the world report on a speech by a sitting US president ? such as President Obama?s state of the union speech last night ? they do so with their own particular reading public in mind. The effect, for a global reader, can be confusing. Did Mr. Obama really say all of this in one speech?

For Chinese readers, Obama is reported to have boasted that the US is not, repeat not, declining.

For Indian readers, Obama promised to take on China and other nations that were engaged in theft of US intellectual property.

For Israelis, Obama promised an ?ironclad? commitment to the state of Israel, as well as promises to prevent Iran from obtaining nuclear weapons.

For South Africans, Obama gave a feisty speech, but was largely ignored by a Republican Congress who headed for the exits.

For the French, Obama was announcing his roadmap for reelection, while for the British he gave a populist speech promising a fairer America.

From a closer reading of his one hour and six minute speech, Mr. Obama does appear to have said all of these things, and a few more. But the fact that the press in each country has its own idea of what is newsworthy in a state of the union should not be surprising. It speaks volumes about how US foreign and economic policy affects that country, for better or worse.

China?s interest in America?s future makes sense. China is the US?s second-largest trading partner, and America?s ability to kickstart its economy is crucial for China?s own prosperity. US economic weakness is bad for Chinese business.

Small wonder, then, that the China Daily ? Beijing?s main English-language newspaper ? focused its attention on Obama?s confident statement, ?The renewal of American leadership can be felt across the globe."

"Anyone who tells you otherwise, anyone who tells you that America is in decline or that our influence has waned, doesn't know what they're talking about," he said in his prime-time address.

Indian papers, meanwhile, saw in Obama?s tough words against intellectual piracy a reflection of its own rivalry with China. Both India and China have emerged as new economic and manufacturing bases, as more established economic powers in Europe and the America?s have slowed down. Both India and China have been competing for business and for resources in Africa, and both see themselves as the voice of the world?s impoverished, symbolized in their membership in the BRICS group of new economic powers (including Brazil, Russia, India, China, and South Africa).

But for India and China, power is a zero-sum game, and India revels in any sign of trouble for China.

NFL extends Goodell's contract through 2018 (AP)

NEW YORK ? NFL Commissioner Roger Goodell has had his contract extended through the 2018 season.

The league says a resolution was approved at a December owners meeting to negotiate an extension with Goodell, who took over for Paul Tagliabue in 2006. His original five-year contract was extended in 2009, and the new extension was announced Wednesday.

The Sports Business Journal first reported the extension.

Goodell oversaw a 4 1/2-month lockout last year, but a new 10-year collective bargaining agreement with the players' union was reached in late July, and only one preseason game was canceled. The NFL then had one of its most successful seasons.

The 52-year-old Goodell calls the NFL "the only place I have ever wanted to work." He has been a part of the NFL since 1983 in a variety of jobs.

Former CIA officer accused of terror leaks (AP)

ALEXANDRIA, Va. ? In the latest criminal case in the Obama administration's effort to punish leakers, an ex-CIA officer who helped track down and capture a top terror suspect was charged Monday with disclosing classified secrets about his teammates to the media.

John Kiriakou (keer-ee-AH'-koo), 47, of Arlington is charged with violating the Intelligence Identities Protection Act and the Espionage Act. A judge at a federal court hearing ordered Kiriakou to be released on a $250,000 unsecured bond.

According to authorities, Kiriakou told a New York Times reporter classified information about a fellow officer who participated in interrogating suspected al-Qaida financier Abu Zubaydah in 2002, eight months after the 9/11 terrorist attacks. Zubaydah was waterboarded 83 times and his case has been made an example by those who believe the interrogation technique should be outlawed.

According to an affidavit, FBI agents interviewed Kiriakou last week, and he denied leaking the names of covert CIA officers. When specifically asked whether he had provided the Zubaydah interrogator's name to the Times for a 2008 article, he replied "Heavens no." A New York Times spokeswoman said the newspaper declined comment.

Kiriakou's attorney, Plato Cacheris, said after his hearing that a potential defense argument could be that the charges criminalize conduct that has been common between reporters and government sources for decades. If convicted, Kiriakou could face decades in prison and a fine up to $1 million.

Prosecutors started their investigation after defense attorneys for suspected terrorists filed a classified legal brief in 2009 that included details that had never been provided by the government. Authorities concluded that Kiriakou had leaked the information to reporters, and that reporters had provided the information to the defense.

The charges state that Kiriakou, who was an intelligence officer from 1990 to 2004, leaked information about the identity of another officer who interrogated Zubaydah. In a 2007 interview with ABC News, Kiriakou said that waterboarding was used ? effectively ? to break down Zubaydah. But he expresses ambivalence about the use of waterboarding in general.

Kiriakou has worked as a consultant to ABC News, although he hasn't appeared on the network since early 2009. ABC had no comment on his arrest.

According to a court affidavit, the photographs of the CIA officer who participated in the Zubaydah interrogation were found in the possession of terrorist detainees at Guantanamo Bay.

The charges also accuse Kiriakou of lying about his actions in an effort to convince the CIA to let him publish a book, 2010's, "The Reluctant Spy: My Secret Life in the CIA's War on Terror."

Since leaving the agency, Kiriakou has worked as a consultant and on the Senate Foreign Relations Committee, according to his LinkedIn profile. He earned a bachelor's degree in Middle Eastern studies in 1986 and a master's degree in legislative affairs in 1988, both from George Washington University in Washington.

The Justice Department's campaign to punish leakers has been unrelenting. This is the sixth criminal leak case opened under the Obama administration and the second involving a former CIA officer and The New York Times. Federal prosecutors claim Jeffrey Sterling divulged classified information to Times reporter James Risen about CIA efforts to thwart Iran's nuclear ambitions. Sterling is awaiting trial.

"Safeguarding classified information, including the identities of CIA officers involved in sensitive operations, is critical to keeping our intelligence officers safe and protecting our national security," said Attorney General Eric Holder. "Today's charges reinforce the Justice Department's commitment to hold accountable anyone who would violate the solemn duty not to disclose such sensitive information."

In light of the indictment, CIA Director David Petraeus reminded his agency's employees of the essential need for secrecy in their work.

"When we joined this organization, we swore to safeguard classified information; those oaths stay with us for life," he said "Unauthorized disclosures of any sort ? including information concerning the identities of other Agency officers ? betray the public trust, our country, and our colleagues."

Paul to skip Florida, look for delegates in Nevada, Minnesota (Daily Caller)

COLUMBIA, S.C. ? Ron Paul will not compete in Florida?s Republican primary, instead focusing on the caucus states of Nevada and Minnesota.

In his victory speech Saturday night after finishing fourth in the South Carolina primary, Paul told supporters he would promote his message as cheaply as possible.

?We will certainly be promoting this in the most frugal way,? he said. ?We will be going to the caucus states, and we will be promoting the whole idea of getting more delegates, because that?s the name of the game.?

The campaign has made substantial ad buys in Nevada and Minnesota, both states with February?caucuses. Florida is the largest of the early primary states and?arguably the most grueling early state in which to campaign. It also has some of the most expensive media markets in America.

The cash-flush Mitt Romney is already running ads there. And Newt Gingrich, though he won the South Carolina primary decisively, is expected to face serious challenges in organizing a strong Florida campaign.

Twenty-eight Republican delegates are up for grabs in Nevada, 40 in Minnesota.

Paul, with his message of auditing and then ending the Federal Reserve, using the gold standard for U.S. currency and bringing the troops home from abroad, insisted in his Saturday night speech that he is trying to win, despite pundits? general agreement that he is merely a ?message candidate.?

?I?ve been in this process of promoting the cause of liberty in the electoral process for a long time. At the beginning, I thought it was going to be a promotion of a cause,? Paul said. ?Then it dawned on me that if you win elections and win delegates, that?s the way you promote a cause.?

Paul was largely absent from South Carolina during the week leading up to Saturday?s primary, traveling to Washington, D.C. to vote against the latest proposal to raise the federal debt ceiling. He participated in a pro-life forum Wednesday via satellite, participated in Thursday?s debate and held a half-dozen public events Friday.

Paul?s supporters showed their appreciation Saturday night for his decision to leave the campaign trail to cast a vote in Congress.

?Looking ahead, we see a lengthy, 50-state national campaign,? said Paul?s national campaign chairman Jesse Benton in a statement. ?Dr. Paul is fully prepared to win.?

What they should've said was "There are no changes to our data plans... yet." AT&T has just announced a new set of data plans for smartphones and tablets. As you'd probably guess, they're a bit pricier than those they replace. On the upside, they're (ever so slightly) cheaper per megabyte.

(AP) ? The giant Hovensa oil refinery that has dominated the economy and part of the landscape of the island of St. Croix for decades will cease operations next month, the operator said Wednesday.

Industry analysts said the closure is unlikely to have a major effect on the global oil market, but Gov. John de Jongh described the announcement as "a complete body blow" for the U.S. territory. He said Hovensa generated a minimum of $60 million a year in revenue for the government, which already faces a budget crisis.

"Given what we're going through right now, this is the last bit of news that I wanted to hear," he said in a teleconference with reporters.

The refinery, the largest private employer in the U.S. Virgin Islands and once one of the largest refiners in the Western Hemisphere, will be converted to an oil storage terminal, said Brian K. Lever, president and chief operating officer of Hovensa LLC.

Losses at Hovensa, a joint venture of U.S.-based Hess Corp. and Venezuela's state-owned oil company, have totaled $1.3 billion over the past three years and were projected to continue due to reduced demand caused by the global economic slowdown and increased refining capacity in emerging markets, Lever said in a statement.

"We deeply regret the closure of the Hovensa refinery and the impact on our dedicated people," Lever said. "We explored all available options to avoid this outcome, but severe financial losses left us with no other choice."

Hess announced in New York that it will take a $525 million after-tax charge against its fourth-quarter 2011 earnings due to the shutdown.

The refinery employs about 1,200 people in St. Croix and has approximately 950 contractors, according to Hovensa spokesman David Roznowski. About 100 people, including contractors, will work at the oil storage terminal, the company said.

The refinery, founded in the 1960s, has been producing about 350,000 barrels per day during the rough economic climate.

The company's website says it is still one of the 10 largest oil refineries in the world, but the closure is not expected to have a major effect on the oil industry because it had not been operating at full capacity, said Fadel Gheit, senior energy analyst for Oppenheimer & Co.

Hess benefits because it had been hemorrhaging money through the refinery, he said.

The closure reflects a three-year trend across the U.S. of refineries closing because of the global financial crisis, a drop in gasoline consumption and a shift in growth elsewhere, Gheit said.

"They cannot compete with the modern refineries being built in India, China and the Middle East," he said.

Despite the closure, the U.S. remains Venezuela's largest customer, and Venezuela is still among the top four suppliers of crude oil to the U.S., he said.

Hovensa spokesman Alex Moorehead said the refinery equipment will shut down by mid-February, but that the company will continue to provide fuel oil to the island's Water and Power Authority through end of June.

The announcement seemed to take officials by surprise on an island already struggling with the layoffs of hundreds of state workers to offset a budget deficit.

"This is a blow in the gut," Senator Terrence Nelson told The Associated Press. "We have to organize an economic plan, and it might involve assistance from the federal government."

Nelson accused Hovensa of violating a long-term agreement with the government to continue refinery operations on the island. Nelson said it is unclear what Hovensa will need to do to compensate the government for breaching the agreement.

"It's devastating," Senator Samuel Sanes said. "It was something I suspected was going to happen, but of course it took me by surprise. On a personal level it affects many people in my family. I have many in my family working for Hovensa."

De Jongh said he called an emergency meeting to talk about ways to offset the economic damage.

He warned that local fuel prices will likely rise while the government looks for other suppliers and said officials are asking the U.S. Environmental Protection Agency to ease sulfur content restrictions so they can quickly contract a new supplier.

De Jongh said he will also ask Hovensa officials if they are interested in selling the facility.

"I cannot afford to have an asset of that size sitting there," he said.

In January, Hovensa entered into a consent decree with the U.S. Environmental Protection Agency and Justice Department in which the company agreed to invest $700 million on pollution controls after a series of chemical releases affected people living downwind from the refinery. Hovensa also agreed to pay a $5.4 million penalty for violating the Clean Air Act.

It is unclear how the agreement will be affected by the closure. EPA spokeswoman Mary Mears said the agency would soon issue a statement, while Moorehead said Hovensa representatives were meeting with EPA and U.S. Department of Justice officials on Wednesday to talk about the issue.

Google+ hits 90 million members: CEO

Google's social network has climbed from 40 million users as of last October to 90 million; the news was posted on Google+?by Larry Page, Google's CEO.

He shared the information as part of other news tied to Google's fourth-quarter earnings report. Google+ seems to be one of the tech giant's bright spots for that quarter, with revenue and earnings underperforming. Not Google+, though.

Not only are the number of users "well over double what I announced just a quarter ago," but "engagement"?? how much and how often users are on Google+?? "is also growing tremendously," he said. More than 60 percent of users are on Google+ daily, and more than 80 percent weekly.

Page also said "With Google+, we?ve shipped on average a new feature every day since we launched in June. That?s more than 200 updates in total," including new features for Hangout, Circles and for business, +Pages.

A Teacher's Extra-Credit Offer: Free Legal Advice - Chicago News ...

Soon after Dennis Kass started teaching history at a small Little Village high school four years ago, he put his law degree to use dispensing free legal advice to students and their families after school. That modest beginning has evolved into the Chicago Law and Education Foundation, a free clinic that operates monthly at eight other city high schools.

Kass, 35, estimates that he handled about 100 legal cases last year and said the total number of people the foundation has helped ? through the distribution of brochures and answering questions at open houses ? is in the thousands.

The foundation is based at Kass? own school, Infinity Math, Science and Technology High School, one of four high schools that are part of the Little Village Lawndale High School campus. The location is intentional. Kass said public schools are an ideal place to provide legal services to low-income families.

Jon Schmidt, the Chicago Public Schools service-learning manager, was not aware of the program before being contacted by a reporter, but he praised the concept.

?I think establishing a free clinic in a high school is a terrific idea, especially if it relates to what kids are learning in the classroom,? he said.

Kass described the foundation?s legal work as ?triage,? and used his fingers to list the issues that have come to his attention: ?My uncle got arrested, the landlord says we have to move, my mom?s boyfriend beat her up, domestic abuse, orders of protection, immigration, homelessness. Sometimes I have to say there?s nothing I can do,? he said. ?Sadly, anything I do is better than what they had.?

Many people he has worked with did not realize that their problems had legal remedies, Kass said. ?They associate legal problems with being arrested. Half of what we do is telling people what their rights are.?

Madilyn Soch, an art teacher at Little Village Lawndale, said five students from her homeroom have received counseling from Kass this school year. ?After these kids have seen Dennis, you can see their relief ? physically,? she said. ?The work he?s doing transforms lives.?

Cadmiel Avenda?o, a 2010 Little Village Lawndale graduate, agrees. Now a chemical engineering student at the University of Illinois at Chicago, Avendano said his parents had saved enough to buy a house in 2006 but didn?t realize their mortgage had a variable interest rate. When they fell behind on their payments and the bank threatened foreclosure in 2010, Kass referred them to an agency that helped with the paperwork for a loan modification.

?My parents never would have known it was possible to do that,? he said. ?They got a lower interest rate and we were able to stay in our home. If it hadn?t been for the clinic, they would have lost their house and I wouldn?t be in college.?

The foundation runs on a shoestring. The 2011 operating budget was about $3,000, nearly all of it paid for by the Crossroads Fund, a Chicago foundation that provides small grants to local community organizations. The foundation does not receive any money from CPS, according to Kass and Infinity principal Patricia Brekke. Kass relies on four volunteer attorneys and law student Cora Moy, who maintains the bilingual website, to keep the foundation running.

Kass? short-term goal is to raise $50,000 to hire a lawyer to direct the organization, allowing him more time to teach, run the clinic at Little Village Lawndale, and serve as the faculty advisor for Model U.N. Kass also works with students on social policy research. Last year, working with two seniors, he presented a paper on discrimination in online rental housing at the American Sociological Association conference.

Kass, who grew up on the Northwest Side, said his interest in social justice stems from an injury to his pitching arm when he was 7 years old. ?I had to move to second base,? he said. ?I learned everything I could about the greatest second baseman of all time, Jackie Robinson.?

The story of the man who broke through baseball?s color barrier was more influential, Kass said, than the scenario playing out in his neighborhood, where teenagers armed with pipes would taunt and chase black children who attended the local elementary school.

Kass said he didn?t like high school and only applied to college because he was required to. That changed at the University of Illinois at Urbana-Champaign, where Kass said he came to appreciate academic life, partly through the encouragement of a professor who took a special interest in working class students. He received a master?s degree in education at the University of Michigan and a law degree from DePaul, both of which he puts to use as a teacher and lawyer.

?The kids love Dennis as a teacher, even though he pushes them,? said Soch, the art teacher. ?He has the same expectations for all of them, and that earns their respect. He knows what it?s like to deal with gangs, what it?s like to live in an urban environment, so the kids connect to him on that level, too.?

Much of the clinic?s work is referrals. The foundation has partnerships with the DePaul Immigration/Asylum Clinic, Chicago Coalition for the Homeless, and First Defense Legal Aid.

?There are organizations and lawyers willing to provide aid to the poor,? Kass said, ?but they don?t have access to each other. This is a way of bringing legal services to where poor people are ? in the schools.?

Steve Jobs doll abandoned after pressure from Apple lawyers and family (Digital Trends)

Apple lawyers are a busy bunch?if they?re not fighting patent-related battles in courts around the world, they?re working to prevent Steve Jobs dolls from being sold online to those who would want to have such an object adorning the shelves of their home.

Production of the doll, which an LA Times report accurately describes as ?eerily lifelike,? has been abandoned by its maker because it says it came under ?immense pressure? from Apple lawyers and Jobs? family.

It?s not clear how many Apple fans had ordered the $100 doll, which was due to start shipping next month, but maker In Icons promised full refunds to anyone who had done so.

In a statement on its website, the company apologized for having to abandon the project. ?We understand that this decision will cause many of the fans? disappointment,? the statement said, ?but please forgive us as there is no other alternative unless to have the blessing from Steve Jobs?s family.?

Had In Icons not bowed to pressure from Apple, purchasers would have received a 12-inch doll with the late tech guru dressed in his familiar black turtleneck and blue jeans. Movable joins meant the doll could be set in number of positions, such as the hand-to-chin pose familiar to those who?ve bought the recently released biography of the man, or with him tapping out a message on his iPhone with a pointed finger.

The doll also included three pairs of hands, two pairs of glasses and two apples, one of which had a bite taken out of it.

?I am still Steve?s fan,? the doll?s maker said in the statement. ?I fully respect Steve and his family, and it is definitely not my wish or intention that they may be upset.?

It?s not certain whether the figurine would have appealed more to Apple fans or doll collectors, but either way, it looks likely to spend the rest of its days locked away in a dark closet.

Uberlife ? The Next Foursquare, But For Future Real-world Meetups?

uberlifeI've been fascinated by social mobile location services since at least 2006 when, three years before Foursquare and year after Google acquired Dodgeball, a UK entrepreneur created BuddyPing, now sadly defunct, and right up to the launch of Pin Drop the other day. The rise of the iPhone shortly after created an ecosystem of location-aware apps which has continued to mushroom ever since. But there's one thing that has frustrated me. Seeing where people are right now is all very well. But I what really want to know is - where will they be next? Goodell: NFL to consider some full-time officials

(AP) ? Aiming to ensure NFL rules are enforced the same way from game to game, the league will consider making about 10 officials full-time employees next season. As of now, all game officials are part-time employees.

Responding to a question about consistency in officiating while speaking to a group of about 75 fans before Sunday's playoff game between the Baltimore Ravens and Houston Texans, NFL Commissioner Roger Goodell said the proposal would bring a group of officials to the league offices in New York to help review game films and evaluate the calls.

They then would be spread out among the crews at games.

"Consistency is exactly what every club wants, and I think every fan wants. You want consistency in the way rules are applied," Goodell said. "We are contemplating this offseason taking some of those officials from the field who are now part time ? they have other jobs ? and making a certain number of them, let's say 10, full time."

Goodell also told the fans the rules committee will examine whether teams should be allowed to hire assistant coaches who left other teams during the same season, as happened with New England and Josh McDaniels. He returned to the Patriots in time for the playoffs after spending the regular season with the St. Louis Rams.

"We've talked to several club executives. I'm not getting a lot of reaction from the other clubs that this is unfair. They don't seem to think it's a big issue," Goodell said. "But it's something we'll talk about."

Among other topics Goodell addressed with fans, and later while speaking to reporters:

?He hopes the league and the players' union will be able to settle their differences on testing for human growth hormone before next season, but he wouldn't say he's confident that'll happen.

"There's certainly enough time. We had a meeting just on Friday between the two parties to try to address those issues," Goodell said. "We understand the issues they've raised. We've answered those questions. ... All of the scientists agree that this test is valid. So we think we have a valid test. It's been proven on a global basis. We hope to get it implemented as quickly as possible."

The new labor contract that ended the NFL lockout in August included a provision for HGH testing as soon as this season ? but only once the NFLPA approved the process. That hasn't happened, in part because the NFLPA says it needs more information about the test itself.

Asked by a reporter whether he's confident of getting a test in place for 2012, Goodell paused, then replied: "I'll tell you: Sure going to work as hard as we can to get it done, because I think it's important, not just for the game, but also for the players."

?He called the latest tweaks to concussion protocols ? including putting certified athletic trainers in booths at games to keep an eye out for possible head injuries, and adding video feeds on sidelines ? "significant improvements" and "two very positive steps."

?The new kickoff rules "achieved our objective" by reducing injuries, Goodell said.
