EU says India, China violate carbon law

BRUSSELS (Reuters) - A total of 10 Chinese and Indian commercial airlines have broken EU law requiring them to offset their carbon emissions, while all other international carriers flying to or from Europe have complied, the European Union's climate chief said on Tuesday.

The EU law demanding all airlines participate in the EU's Emissions Trading Scheme (ETS) has prompted outcry and threats of a trade war.

But only eight Chinese and two Indian airlines have delivered on threats not to comply, while more than 1,200 airlines have met the EU's requirements.

"We have given them (India and China) until mid-June to report back their data," EU Climate Commissioner Connie Hedegaard told a news briefing.

The Commission, the EU's executive arm, has the option of fining airlines that break its law, or even banning repeat offenders from flying to Europe, although this would be a last resort.

To reduce tension, the Commission has looked to the U.N.'s International Civil Aviation Administration (ICAO) to come up with a global approach to curbing emissions from airlines.

The body is expected to meet next month to review progress.

"We are using a lot of time and energy in trying to ensure a global solution through ICAO," Hedegaard said. "Nobody would be happier than the EU if it could achieve (that)."

The Commission has said it only decided on its plan after more than a decade of talks at the ICAO failed to agree on a global scheme to combat rising carbon emissions. It has also said it would modify its law if ICAO can deliver a deal.

FINES FOR OFFENDERS

Penalties for breaking the EU law start at 100 euros ($130) per metric ton (1.1023 tons) of carbon airlines fail to pay for, while the cost of compliance is estimated at about 2 euros per passenger for a flight from Shanghai to Frankfurt.

Opponents of the law accuse the European Union of imposing an extra-territorial tax and say it sets a dangerous precedent.

More than 20 nations opposed to the scheme grouped together in a "coalition of the unwilling". They last met in Moscow, when they agreed possible retaliatory measures and said they would meet again in Saudi Arabia, although a date has not been confirmed.

"You cannot enforce laws outside your sovereign area. Its implications are huge," Indian Civil Aviation Minister Ajit Singh told Reuters last week.

"Now you are talking about aviation, tomorrow you will talk about shipping. ICAO is there, these things will have be done in a multilateral basis."

The EU's highest court, the EU Court of Justice, ruled in December last year that the law was valid and did not breach international treaties. It also agreed with the Commission that the ETS was a market-based mechanism, not a tax.

WEAK CARBON MARKET

The cost of carbon allowances on the EU ETS has fallen to record lows, pressured by oversupply following economic recession.

On Tuesday, carbon prices were trading at below 7 euros a metric ton - far below levels needed to spur low carbon investment.

Hedegaard said in April that the Commission was reviewing its carbon auctioning timetable to try to reduce oversupply in the market.

She expected news on the review before the Commission breaks for its August recess, with a legal decision expected before the end of the year.

Changing the auctioning timetable to limit supply in the nearer term - or "backloading" - was a relatively quick solution, but other options under discussion, including setting aside allowances, could take longer.

"We should not expect backloading will do the whole trick. That's a first step, which does not take a lot of time. The more structural things are a more complicated process," Hedegaard said.

How should you really approach men? If you are looking for help or support, direct and open, asking what you want. Maybe you need help fixing your bike, or want some company to go watch a movie. Maybe you just want to talk, take a drive, or go shopping or take a walk ? normal, everyday activities more fun when you have someone to share.

Being with other people gives you the opportunity to support others, which is a good feeling that can also help you in your recovery.

You know how hard you work with your addiction treatment program, do not want to stop now. Think about dealing with people as the next leg of your journey, another milestone in your ability to achieve.

India to cut Iran Oil imports by 11% in 2012 13

MUMBAI (Commodity Online): India seems to be buckling under intense US pressure and decided that it might be better to reduce crude oil imports from Iran rather than risk any financial sanctions from the US.

In a written reply to the Rajya Sabha, India's minster of state for Petroleum and Natural Gas RPN Singh stated that India will cutback on its oil imports from Iran to 15.50 million tonnes during this fiscal year. This is a 11.12% decline from 17.44 million tonnes imported during 2011/12

Earlier, Reuters had quoted Carlos Pascual the US envoy as saying that he was not impressed with India's efforts to reduce oil purchases from India. Pascual has been negotiating with Iranian oil importers to cutback their imports

Many countries have opted to follow US demand s than irk their sanctions. Japan, one of Iran's major oil market, has been drastically reducing its Iran oil imports. And with India also joining ranks, Iran will need to find out new markets for its oil and will especially be looking for the Chinese to resume their buying.

Smoking marijuana may improve some symptoms of multiple sclerosis, a new study suggests.

Patients with multiple sclerosis in the study had less muscle tightness, also called spasticity, and less pain after they smoked marijuana, compared with after they took a placebo.

?

Spasticity is a common symptom of multiple sclerosis (MS) and can cause exaggerated reflexes, spasms and problems walking. Existing medications can ease spasticity, but they cause side effects, and not all MS patients are helped by them.

?

However, patients in the study experienced short-term decreases in their abilities to pay attention and concentrate after they smoked marijuana. Patients also reported feeling "high" after smoking marijuana, and two patients withdrew from the study because they felt uncomfortably high.

?

More research is needed to confirm the findings and to investigate whether lower doses of marijuana may have similar benefits with fewer adverse effects, said study researcher Dr. Jody Corey-Bloom, professor of neurosciences and director of the Multiple Sclerosis Center at the University of California, San Diego.

?

The study was published on May 14 in the Canadian Medical Association Journal.

Improved symptoms

Previous studies have suggested marijuana use may have benefits for MS patients, but most have investigated oral forms of the drug, including mouth sprays and capsules. In addition, most studies have asked patients to report changes in their symptoms, rather than having a researcher objectively assess them.

?

In the new study, Corey-Bloom and colleagues evaluated 30 MS patients, 19 of whom were female, and more than half of whom needed walking aids.

?

Participants were randomly assigned to receive treatment with a marijuana cigarette or a placebo cigarette, which did not contain delta-9-tetrahydrocannabinol (THC), the active ingredient of marijuana. Participants smoked a marijuana cigarette once a day for three consecutive days under the supervision of a researcher. Eleven days later, participants repeated the procedure, but this time, they switched treatment groups so that everyone received the marijuana cigarette and placebo at some point in the study. On average, participants smoked four puffs of their cigarettes at each session.

Shortly after each treatment session, the researchers assessed participants with a test specifically designed to measure spasticity.

?

After smoking marijuana, participants experienced a 30 percent reduction in spasticity, compared with when they smoked the placebo cigarette, Corey-Bloom said.

?

However, patients did not see improvements in the time it took them to walk 25 feet. And 45 minutes after their sessions, participants experienced a small but significant decrease in scores on tests designed to measure attention and concentration.

?

Participants were not told whether they recieved a placebo or a true marijuana cigarette, more than half correctly guessed the sessions when they were given marijuana.

?

Marijuana prescriptions?

The researchers are not advocating marijuana prescriptions for MS patients, Corey-Bloom said. They undertook the study to investigate whether anecdotal reports from MS patients about the benefits of marijuana smoking held up under the scrutiny of science. "I'm not a proponent for marijuana smoking at all," Corey-Bloom said.

Although cannabis may one day be used to treat spasticity in MS patients, delivery through a marijuana cigarette is "probably not the way that it would be done," because of the side effects patients experience, said Dr. Nicholas LaRocca, vice president of health care delivery at the National Multiple Sclerosis Society, who was not involved in the study. "The majority of people with MS experience cognitive changes at some point in their lives," LaRocca said. "We don?t want to add any additional cognitive deficits with treatment," he said.

Researchers are currently investigating other treatments for spasticity, including exercise and Botox injections. "We need to continue to explore all of those possibilities, because any given person with MS may respond better to one [treatment] than another," LaRocca said.

?

Because many studies have not found a benefit of marijuana for MS patients, and because the new study was small, it's important for researchers to replicate the findings, said Dr. Karen Blitz-Shabbir, director of the Multiple Sclerosis Center at North Shore-Long Island Jewish Health System in Manhasset, N.Y.

Marijuana cigarettes have disadvantages compared with oral forms of the drug, including potential effects on the lungs and problems with administrating a controlled dose, Blitz-Shabbir said.

Slowly but surely, Tizen's picking up momentum. This is great news, since it looks like Tizen supports at least some of Sammy's handsets -- in dev guise, at the very least. London's Free iTunes Festival Boasts Usher, Jack White, One Direction And Norah Jones

It appears that three of the most in-demand artists around will be congregating at the same music festival in the U.K. this fall with impalpable Jack White, tween heart-throbbers One Direction, and R&B megastar Usher all signing up to perform at this year?s iTunes Festival, taking place in London in September.

The festival runs as a series of absolutely free shows taking place throughout the month (in past years it's taken place in July), and all performances will be taking place at the same venue, London?s iconic Roundhouse.

Interestingly, all three acts have performed on this season of ?Saturday Night Live? with Usher being the most recent. (He even helped out host Will Ferrell with a sketch and appeared in the all-star 100th digital short).

Usher will be the first artist to perform at the festival during night one on September 1 with Jack White (who just rocked our world here in LA) taking his turn on September 8.

One of the most beloved female voices on the current music scene, Norah Jones, will also appear at the festival. She hits the stage on September 10, promoting her newest masterpiece, Little Broken Hearts, which was produced by the one and only Danger Mouse.

One Direction will get their chance to make the audience swoon when they perform their set on September 20. Many more acts will be confirmed in the following weeks.

The 2011 iteration of the festival featured a bevy of heavy-hitting artists, including Coldplay, Linkin Park, My Chemical Romance and the Foo Fighters.
